I was in high school in Connecticut in the early 70's when there was a "smoking section" in the middle of the student center. At the time there was overwhelming evidence, not just ample evidence that smoking was directly linked to cancer and heart disease. Yet, there was a public school where smoking by students had the tacit approval of the school board et al. In the late 19th century there were states in the U.S. where the age of consent was 7 yes, seven! School segregation was the law in many states until the equal rights amendment was passed. It took 100 attempts for congress to finally pass legislation making lynching a federal offense in 2022!! Between 5&6% of inmates on death row are wrongly convicted yet, YET capital punishment is the law in many states.

As far as how boys treat girls in the bedroom well, I wouldn't look to any part of the government for GUIDANCE. When it comes to moral, humane, healthy decisions our shared culture is all there is even it is often late to the party ( no pun intended).
